TPT/NY –
My guess would be this:
Janet Napolitano
University of Virginia School of Law.
clerk
partner
United States attorney for the District of Arizona.
investigation of Michael Fortier of Kingman
Governor
Woodrow Wilson Award for Public Service.
Democratic Governors Association Executive Committee
Western Governors Association
(06-28) 04:00 PST Washington — Arizona’s popular Democratic governor warned her party that failure to deal with immigration this year could hurt Democrats in next year’s presidential race, and said it would be better if the party nominee could talk about enforcing the new law rather than have to explain why nothing was done when Democrats control both chambers of Congress.

As opposed to this:
Michael Chertoff
Havard
clerk
private practice
prosecutor
Assistant U.S. Attorney
special counsel for the Senate Whitewater Committee
Chertoff is the co-author, along with Viet Dinh, of the USA PATRIOT Act
Advised the CIA on the use of torture and investigated racial profiling
Criminal division of the Department of Justice – investigated terrorist suspect Zacarias Moussaoui and accounting firm Arthur Andersen
United States Court of Appeals for the Third Circuit in Philadelphia
Secretary of Homeland Security.
In April 2008 Chertoff was criticized in a New York Times editorial for waiving the Endangered Species Act, the Clean Water Act, and other environmental protection legislation in a rush to construct a 700-mile fence along the Mexico–United States border. The Times wrote: “To the long list of things the Bush administration is willing to trash in its rush to appease immigration hard-liners, you can now add dozens of important environmental laws and hundreds of thousands of acres of fragile habitat on the southern border.”[8]

While Chertoff remained in the investigation and prosecutorial aspect of law, Napolitano took on a bigger and wider ranging role, that of Governor. In addition, she obviously has a different viewpoint on how to handle immigration, which is probably the point. Also, she’s from a high immigration impact state.
